Click Yes on the dialog box that asks if you are sure you want to disable the touch screen driver. Right-click, and select Disable from the list. Click the touch screen driver (in my case, NextWindow Voltron Touch Screen). Click the little arrow next to Human Interface Devices to expand the list. Select Device Manager from the search results. To get to Device Manager in Windows 7, click the Start button, and then type Device Manager in the search field. If my solution doesn't help you, could you repost with complete model number and operating system (such as Windows XP, Windows 8, etc).

Try the Search+ Shift+ T shortcut again to see if it works.Hi Britt, I have successfully turned of my touchscreen using the method below.
If your Chromebook does not respond to the Search+ Shift+ T shortcut, open the Chrome browser, type chrome://flags/#ash-debug-shortcuts in the address bar, and enable the debugging keyboard shortcuts option. Press Search+ Shift+ T to toggle the touch screen and try to enable it. Most Chromebooks have a keyboard shortcut to toggle touch screen functionality.
Check the box for the Use your finger as an input device option. In the Pen and Touch properties window, click the Touch tab. Once the Control Panel is open, click the Pen and Touch option. Run Windows Update, or download and install the latest drivers for the touch screen, to see if that fixes the problem. You can also check the manufacturer's website to see if there are updated drivers for the touch screen. If it still is not working, it could be defective and needs to be repaired. 
Also, wash your hands to remove any oils, and dry them thoroughly, then try using the touch screen again. If the touch screen is not working, try cleaning the screen to remove any dirt, dust, and fingerprints.
